But in the case of TCP / IP, it is the universal language of the Internet, which allows different machines to communicate with each other, guaranteed to find a common language and interact. The protocols are not the most advanced, but are common in all devices, operating systems, and just work.

A. Selyutin: Hello, Vladimir Vladimirovich! Hello colleagues!

My name is Selyutin Alexander Vladimirovich. I am a technology entrepreneur and head of the Technojet group of companies.

The volume of investments in technological projectscompanies - more than six billion rubles. We have developed and certified a small six-seat aircraft, a production site for which with an area of ​​15,000 square meters was built by us in Nizhny Novgorod.

A technological solution has been developed thatallows the platformless production of small satellites for the first time in the world, so far no one has repeated it. This development was made back in 2016.

The company is currently developingspace systems are also unmanned aerial vehicles. Three heavy unmanned aerial vehicles with a payload capacity of 200, 500 and 1000 kilograms with an original modular design and electric motors of our own design and production are under development.

To date, we have begun to develop a control system for these devices and a communication modem that will work on our own communication protocol.

Realizing that the Russian Federation is dependent onforeign technological information and telecommunications solutions, ten years ago we took the initiative to develop our own stack of technologies that will create an independent Russian information and communication space. We called this project “Internet from Russia”.

The foundation of our technological solutionsare our own data transfer protocols, the implementation of which will allow us to abandon the use of the American TCP / IP network protocol stack, on which, in principle, we all work now, and high-speed technology for receiving and transmitting data based on low-orbit satellites. In 2016, we developed in hardware and tested all the main technological blocks that are necessary to create a broadband satellite communication system.

In 2018, an interdepartmentalcommission, the two-month results of which led to the recommendation of the state corporation Roscosmos to join our efforts in the development of satellite communication systems.

To date, we have not yet reached thisbut we understand that the creation of a Russian global system of satellite communications and navigation with the technologies that we have developed will give a multiplier effect for the development and technological leap of our Motherland.

Based on government resources, thesetechnological solutions, we are ready in the shortest possible time to create cooperation necessary for the speedy production and deployment of both terrestrial and satellite communication segments of the Internet from Russia project. According to our calculations, the deployment will take from one and a half to five years.

We ask for your support in the implementation of this strategic project for the country.

V. Putin: What exactly needs to be done?

A. Selyutin: Specifically, funding is needed, a decision is needed to approve, at least on an equal footing, the Russian communication protocol with American network protocols.

V. Putin: Do you see any preferences for foreigners here?

A. SelyutinA: I see preferences, of course.Why? Because the experience of communicating with Roskomnadzor, Rostelecom, and other organizations shows that the entire system that has been formed today works on the American network protocol stack. Therefore, we are constantly information dependent, therefore we have to defend ourselves, encrypt our data, this is a constant process.

Since this whole system is formed for this processing, something new is a challenge. Against this challenge, I am unable to resist.

V. Putin: It's clear. As it has developed since the 90s, it continues.

A. Selyutin: As it happened, so it goes. Anything new that is offered is immediately swept aside.

Although, in terms of parameters, we finished testing the Russian protocol in December 2022 at the 16th Institute of the Ministry of Defense - I don’t know if we can talk about this or not.

A. Selyutin: The results showed that we are doing better thanTCP/IP on the network. I'll give you a number. If the delay or loss of packets in TCP occurs at a rate of one percent, then TCP recovers these packets within 360 seconds. We restore - 5.7 seconds.

In fact, dropping TCP / IP means a simple thing - that we need to replace all the equipment that is in the country and put in something new. Therefore, we came up with a “wheel” of a different shape, it makes a turn faster, looks more reliable, and most importantly, it will be ours! In the process of integrating Russian “wheels”, it is necessary to cut out arches under them in cars, since otherwise they cannot be installed. Engines and electronics are tuned to ordinary wheels, it is impossible to change them in existing cars, and manufacturers quite often ignore our “achievement”. Inventing your own wheel only brings problems and causes ridicule from others. But on the other hand, Russian cars will be immediately noticeable on the roads, they cannot be confused with anything. Moreover, for intruders, they will become a bright, highly visible target.

Data encryption is not directly related to TCP / IP protocols, IP packets are transmitted over the network. The data itself may or may not be encrypted, but the fact is that protocols serve to transmit it. It is always necessary to encrypt data for all tasks, whether it be satellites or human data that he uses to watch movies on the network or send email messages.

I really do not understand how we are information dependentfrom American network protocols. They cannot be disabled for a single country, such an opportunity is simply not provided. The beauty of the Internet lies in the fact that it is difficult or almost impossible to break it for a single country. For us, this is a blessing, as it guarantees the stability of the infrastructure (plus the work carried out to protect against external threats). Now we are offered to abandon the common standard, to make us vulnerable to external attacks.

Speaking of developing new technologies, we need toparticipate in international groups dedicated to them. But in the absence of strong developers, there is always no place for Russia in them, our contribution to these technologies simply does not exist. Maybe start simple and create an industry that will be visible and important, take simple steps? In 2018-2020, Huawei actively participated in the promotion of New IP, which is how the company named its proposals for the evolution of the TCP/IP stack. The New IP critics' objections were framed inpolitical style that a new set of protocols could ensure control by states over certain means of communication. Although Huawei, on the contrary, emphasized that the task of New IP is to avoid the concentration of tools for controlling communications in the hands of companies or states, to create an independent, secure protocol. The question here is who do you trust more, the communists from China or the capitalists of America and Europe. I think that the reality is much simpler - the introduction of one or another set of protocols leads to high costs for its integration into new devices and software. The country that contributes the most to the development of such protocols may benefit. And this is exclusively a struggle in the field of business, to some extent turning into a political plane.

I sincerely do not understand how one can seriously discuss the invention of the bicycle without having any prerequisites for this. I got into the description of the Technojet group of companies, this is what I found on the net:

I try to always think well about people, soI think that in Technojet they just dream about new technologies, not understanding how the Internet works, how communications work. This is not their profile, they are simply not of this world.

I have another pressing question:how did it become possible that such issues are brought to the level of the president of Russia, take time, then are considered by officials, and again it takes time that needs to be spent on completely different things? That's one of the problems - that such ideas pass through the primary sieve. And this idea can be safely called false, we as a country today do not have the slightest chance to replace network protocols. But the most important thing is that there is no point in such a replacement. You can inflate the story from this speech, draw some general conclusions, but I will not do that. I would like to believe that this is a special case, and not a systemic problem. But in any case, one must carefully choose what is being discussed at such a high level.
