Operators and FSB against the introduction of virtual SIM-cards (3 photos)


Three leading mobile operators of the Russian Federation,MTS, MegaFon and VimpelCom (Beeline brand), together with the FSB, consider that it is still early to introduce eSIM technology used in virtual SIM cards in Russia.

Currently, eSIM is used in tablets,smart gadgets and smartphones from Apple, Samsung and Google. A virtual card is activated by scanning a QR code issued by the operator or through special applications. More than 30 mobile operators in the world support eSIM technology. In Russia, there is currently no regulatory framework for the introduction of such a technology, the Ministry of Communications and Mass Media has just begun to develop appropriate rules.

The main reason why the operators wereagainst the introduction of eSIM, is the fear of competition from foreign companies. First of all, virtual operators who will not need to open salons will compete with the old-timers of the mobile market. Also, vendors, such as Apple and Google, will be able to penetrate the Russian market, capable of delivering mobile services at prices well below the current market price in the Russian Federation.


ESIM technology will greatly simplify foruser change the operator, which will lead to a further reduction in the price of mobile communications, which is currently at a low level, according to operators. Another problem is the identification of the owner of the virtual card. And also the fact that operators will need significant investments to create infrastructure in order to implement the “Spring Law” and other government initiatives.

The negative position of the FSB in relation toeSIM technology is due to difficulties with the use of domestic cryptography. However, several Russian institutions are currently working on this issue.
