"Free money from the state": how scammers breed beneficiaries for money


On July 28, 2022, changes toFederal Law "On State Social Assistance". Last year, the state proposed a new measure of support - a social contract, which is now being increasingly offered to the population. In this way, the state not only helps with money one-time, but is trying to solve the problem of employment in the future.

A social contract is an agreement between a person andsocial support agencies. It involves helping a person to overcome temporary difficulties and is ready to help him along the way to the implementation of the plan that the applicant proposes. Money can be allocated to find a job, study, own a business or maintain a personal subsidiary plot. The amount of support will differ from region to region and depend on the type of assistance; maximum - 250,000 rubles to open your own business. Funds received must be accounted for.

To receive payments under the social contract canonly people with an average per capita income below the regional subsistence minimum can apply. For registration, you need to apply through the State Services or through the local MFC.

What schemes are used by scammers?

Opportunity to receive government supportwas covered in the media, attracting attention, including fraudsters. They updated the fraudulent schemes and began to offer "free money from the state." How it works?

Phishing emails

In mailing lists and messages in Telegram, it is indicated thatthat you are applying for 250,000 rubles, which have already been approved for you. It remains only to enter your personal data - most often on a phishing site that completely imitates the State Services. The user enters his data, passing them to scammers, who can then use them to obtain a loan and other purposes.

Another version of this scheme:scammers claim that the payment has already been approved, it remains only to enter your card details (of course, indicating the CVC), and crediting will occur. In this case, you can already lose all the funds on the card.

Important!Only certain groups of the population who themselves applied for help apply for the payment under the social contract. These payments are not approved in advance by everyone who wishes, and no one will conclude a social contract without submitting an application for certain purposes.

In addition, State Services, for example, do not themselvesno payments and do not attach to the letters of "decrees" and "orders", according to which you are supposedly entitled to payment. Fraudsters often attach such fake documents to their messages for persuasiveness. But even opening such attachments is not safe.

Financial Literacy Courses

Various "business coaches" and specialists ininvestors can be offered courses where they supposedly tell how easy it is to get money from the state. The first lesson can be free (and contain no useful information), and the rest of the lessons will be paid. These coaches use two approaches:

one.You will be told for money about those benefits and payments, information about which is publicly available. Roskachestvo, for example, regularly talks in detail about different groups of the population who are entitled to certain benefits. And it does it for free. A coach for information in the public domain will charge a fee from naive users.
2.You will be told about benefits that only a certain segment of the population claims. This applies not only to the social contract, but also to other payments. For example, they promise to tell how to get a benefit of 15,000 rubles “free of charge”, but in fact this benefit is only for families with many children.

You may also receive a call or letter purporting to be froman employee of an organization or public services who wants to advise you on a particular social payment. Having entered into trust, scammers can pull out information about you. Social workers do not call for counseling services, but you can contact the Public Services or a community service organization for help.

Financial intermediaries

Dubious consultants may offerforums and TG-channels assistance in applying for a social contract and other benefits. All information about the application and its submission is available free of charge on the websites of both the State Services and other social support departments. In the best case, you will simply lose your money on the "consultant", in the worst case, you will give him your personal data, even without an application.

Do not provide any personal data to "consultants" who promise to help with the processing of social contract payments or any other payments. You can always call the social services or check the correctness of the information in your account in the State Services. Do not resort to the services of "coaches" and intermediaries who will sell you what is available for free on the websites of departments or official information channels of departments. Remember that if you have not even applied for any benefits, no one will offer you a payment just like that. "Free" money will not come to you, but to scammers will leave you.
