Local governments, courts and state bodies will have to create accounts. To achieve this goal, the Ministry of Digital Development will develop functionality based on the Unified Portal of State and Municipal Services. According to the author of the initiative, head of the information policy committee Alexander Khinshtein, the government needs channels for direct dialogue with people. The law obliging government agencies to create accounts in social networks was adopted by the State Duma in June this year.
