Roskomnadzor demanded registration in social networks with a passport


Another tightening of control over work insocial networks and messengers proposed by the Russian regulator Roskomnadzor will lead to the need to provide detailed information when registering new users, including passport number, residence address, phone number and email.

New rules are being discussed as part of the adoptiondraft amendments to the law "On personal data", introducing a new principle of the unified information system (UIS), providing for the collection of passport data of new users of social networks or messengers during registration.

Social networks and messengers starting from July 12021, are obliged to obtain the user's consent to the processing of personal data using a unified information system, or through their own platform. When working through the EIS system, information about users will be confirmed by the "Gosuslug" portal. The new rules state that user data in the system can be provided to "other government agencies" in cases stipulated by federal legislation.

The author of the amendments is the deputy of "United Russia"Anton Gorelkin, who confirmed that the new rules of Roskomnadzor are aimed primarily at social networks, which will independently decide whether to use the EIS system or create their own platform. The rules will apply only to new users, and if these requirements are not met, a fine of up to 100,000 rubles will be imposed on Internet resources.
