Ministry of Digital Development, Communications and MassCommunications is working on the introduction of technology eSIM in Russia. Now the department is engaged in the regulatory framework governing the rules for the use of an integrated SIM-card.
Deputy Minister of Digital Development, Communications andmass communications Oleg Ivanov said that the ministry plans to complete the project by the end of the year. According to the ministry, in order to use eSIM in our country, the legislation does not need to be adjusted. Here they consider that the integrated card is the same subscriber identification module as the physical SIM-analog. In order for the device supporting eSIM to function fully in Russia, there will be enough of a declaration confirming its compliance with the Russian requirements for the use of communications equipment.
The Ministry of Communications and Mass Media noted that in our countrythere are not legislative, but regulatory obstacles to eSIM. So, changing the operator, the subscriber has to change the SIM-card. However, eSIM cannot be retrieved. Technology number transfer is not yet settled. All is not clear and indicating the identifier of the SIM-card in the subscription agreement. In the case of a virtual SIM card, there is simply no place to indicate an individual number.
Also had to admit that the operators do not haveinfrastructure required for the operation of eSIM. Beeline is going to test eSIM, studying organizational and legal subtleties. Tele2 is studying the market situation in order to subsequently implement the technology. And MTS and MegaFon are not ready for it at all.
