Promising technology use insmartphones eSIM cards, designed to increase security, reduce the cost of devices and provide the user with additional features. The technology’s entry to the Russian market began with the permission of the Ministry of Communications to activate eSIM in the country, with the assignment of numbers associated with the phone’s chips. The next step is the preparation of changes in the regulatory framework in the legislation of the Russian Federation, which will ensure the rapid promotion of technology.
After several consultative meetings withleading mobile operators, the Ministry of Communications and Mass Media investigated the possibility of introducing biometric systems for identifying subscribers and the necessary changes to the laws of the Russian Federation to provide the opportunity to work with eSIM technology.
As a result, a list of regulations has been worked out, which should be amended, and a draft amendment to the decree of the Government of the Russian Federation “On the Procedure for the Provision of Telephone Communication Services” has been developed.
Throughout 2020, the Ministry of Communications will offeramend four legislative acts. Currently testing eSIM technology operator Tele2. The use of eSIM in test mode is truncated - remote authentication is not available to the user.
The main problem of eSIM development in Russia was the legitimization of remote identification. Currently, this issue has been settled and there is nothing stopping the development of eSIM technology.
