Autonomous RuNet Bill adopted in second reading

In the second reading, the State Duma of the Russian Federation adopted 320 votesa bill to ensure the safe and stable operation of the Internet in the country. If the law is passed, Roskomnadzor will be responsible for “... coordinating the provision of a sustainable, safe and holistic functioning of the Internet on the territory of the Russian Federation”. In case of threats to the stable operation of the network, the department will be obliged to exercise “... centralized management of the public telecommunications network”.

The very threats and measures to eliminate them will bedetermine the government of the Russian Federation, which also establishes "... the conditions and cases in which the telecom operator has the right not to send traffic through technical means to counter threats".

According to the bill, telecom operators will beequipped with special tools that Roskomnadzor provides them for free. The Office should also bring to the operators the technical conditions for the installation of special equipment and requirements for communication networks during their work.

The bill also describes the routing rules.traffic through the traffic exchange points included in the special registry. The registry is developed by Roskomnadzor, and the government approves its rules of jurisdiction. The rules for the operation of traffic exchange points are developed by the Ministry of Communications in coordination with the FSB.
A separate item in the bill stipulatescreation of a national domain name system. The entire procedure for creating the system will be monitored and regulated by Roskomnadzor, which establishes a list of domain name groups constituting the Russian national domain zone. Coordination of the domain name formation process is carried out by NPOs whose founder is the Russian Federation.

Information system operators, according toThe draft law also prohibits the use of databases and technical equipment located outside of the Russian Federation and not included in such information systems when operating information systems.

All subjects of state and local authorities"... in the implementation of interaction in electronic form must ensure the possibility of such interaction in accordance with the rules and principles established by the national standards of the Russian Federation in the field of cryptographic protection of information"

The bill will be considered in the third reading 16April If it is adopted by the Duma, approved by the Council of the Federation and after the President signs the Law, it will enter into force on November 1, 2019. The section on cryptographic information protection and the creation of a national domain name system will take effect on January 1, 2021. The cost of implementing the law is approximately estimated at 20-30 billion rubles.

According to journalists, the bill is weakargued and unlikely to work effectively. Roskomnadzor in the implementation of the Law receives new powers and can place orders favorably in selected companies. Most likely, ordinary users of the network will have to pay the costs of implementing a bureaucratic law; moreover, we may find ourselves in conditions of frequent unstable work of the Internet in the future.
