Anonymous payments in Russia will be banned

The main problem for the development of payments inInternet government officials consider money laundering, fraud and the financing of terrorism. In order to prevent the use of electronic wallets for criminal purposes, the Federation Council adopted amendments to the legislation on the payment system.

Replenishment of wallets using payment terminals in cash is prohibited, the process of replenishment is available only using a bank account.

Eliminating the possibility of anonymous payments,the state is tightening the fight against the financing of terrorism and the sale of drugs. After the introduction of a new mechanism, all suspicious payments can be tracked using the identity of the payers.

All the largest electronic payment systems of the Russian Federationunited in the association of participants of the electronic money market, which negatively reacted to the new rules. Experts believe that identification will reduce the influx of customers, which will slow down the development of electronic payment systems.

According to experts, balance limitse-wallets up to 15 thousand rubles and a monthly turnover of not more than 40 thousand rubles eliminate the possibility of widespread use of an electronic payment system for financing terrorism or the mass distribution of drugs.

Identification is also required when translatingmoney abroad or withdrawing cash. Such an approach may lead to the withdrawal from the Russian market of foreign payment systems and reduce the activity of national ones.
