The next changes in the legislation in Russia will affect electronic money


Amendments come into effect in Russia on 3 Augustto the law "On the national payment system", previously approved by the Federation Council. The innovation will primarily affect the replenishment procedure without identifying anonymous e-wallets.

The new edition of the Law changes the order of workwith electronic wallets. From now on, an individual who has not passed identification will be able to transfer money to a wallet only using a bank account. Along with e-wallets, the rules for working with transport cards and platforms for paying for meals for schoolchildren will be changed, which previously could be replenished using terminals by depositing cash.

Meanwhile, representatives of payment systemsstate that the innovation will affect only a small part of users, since most of the electronic wallets have already passed the identification procedure, and the share of anonymous wallets is steadily declining. The bulk of clients using anonymous wallets are children who pay for online games, the Internet and services of mobile operators in cash.

At the request of the representative of the electronic paymentQiwi systems, the main contingent of the platform has already been identified, and the new rules will not have a significant impact on business. At the same time, the number of anonymous wallets is constantly decreasing, and the platform seeks to simplify the identification procedure.

At the Yandex.Money ”note that only 5% of unidentified users replenish their wallets in cash. To pass the identification procedure, the client must visit the company's office, or use video communication for this.
